Could I be blowing this out of proportion by sharing it in this manner? This is a possibility, technically, I’m not saying much, just pointing something out.

I’m only passing this on so people can see there are changes taking place. If you feel this means rough times, then make an effort to secure safety, communication and well-being in case of electronic communications issues.

Note: What we focus on is going to expand. With that said, everyone is watching the charades. So there is a plan being put into effect regarding the process of disclosure.

The authority to establish emergency leave transfer programs (ELTP) in the event of an emergency has been transferred to the director of the office of personnel management.

This is normally handled directly by through the authority of the president.

Are we being informed of certain events taking place without direct acknowledgement?

There is a plan that has been activated that started the disclosure process.

By virtue of the authority vested in me as President by the Constitution and the laws of the United States, including section 301 of title 3, United States Code, it is hereby ordered as follows:

Section 1. (a) The Director of the Office of Personnel Management (OPM) is hereby authorized to exercise the function vested in the President by section 6391 of title 5, United States Code, of directing OPM to establish an emergency leave transfer program. The Director of OPM shall exercise this authority in consultation with the Director of the Office of Management and Budget.

(b) The Director of OPM shall notify the President of the establishment of any emergency leave transfer program pursuant to the authority in subsection (a).

Sec. 2. This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

When directed by the President, OPM will establish an ELTP for a specific disaster or emergency and notify agencies of the establishment of the program. Once notified, each agency affected by the disaster or emergency is authorized to –

  • Determine whether, and how much donated annual leave is needed by affected employees;
  • Approve emergency leave donors and/or emergency leave recipients within the agency, as appropriate;
  • Facilitate the distribution of donated annual leave from approved emergency leave donors to approved emergency leave recipients within the agency; and
  • Determine the period of time for which donated annual leave may be accepted for distribution to approved emergency leave recipients.

In certain situations, OPM may also delegate to an agency the authority to establish an ELTP

Executive Order — Coordinating Efforts to Prepare the Nation for Space Weather Events

By the authority vested in me as President by the Constitution and the laws of the United States of America, and to prepare the Nation for space weather events, it is hereby ordered as follows:

Section 1. Policy. Space weather events, in the form of solar flares, solar energetic particles, and geomagnetic disturbances, occur regularly, some with measurable effects on critical infrastructure systems and technologies, such as the Global Positioning System (GPS), satellite operations and communication, aviation, and the electrical power grid. Extreme space weather events — those that could significantly degrade critical infrastructure — could disable large portions of the electrical power grid, resulting in cascading failures that would affect key services such as water supply, healthcare, and transportation. Space weather has the potential to simultaneously affect and disrupt health and safety across entire continents. Successfully preparing for space weather events is an all-of-nation endeavor that requires partnerships across governments, emergency managers, academia, the media, the insurance industry, non-profits, and the private sector.

It is the policy of the United States to prepare for space weather events to minimize the extent of economic loss and human hardship. The Federal Government must have (1) the capability to predict and detect a space weather event, (2) the plans and programs necessary to alert the public and private sectors to enable mitigating actions for an impending space weather event, (3) the protection and mitigation plans, protocols, and standards required to reduce risks to critical infrastructure prior to and during a credible threat, and (4) the ability to respond to and recover from the effects of space weather. Executive departments and agencies (agencies) must coordinate their efforts to prepare for the effects of space weather events.

Request for Information: Preparing for the Future of Artificial Intelligence

SUMMARY:  Artificial intelligence (AI) technologies offer great promise for creating new and innovative products, growing the economy, and advancing national priorities in areas such as education, mental and physical health, addressing climate change, and more. Like any transformative technology, however, AI carries risks and presents complex policy challenges along a number of different fronts. The Office of Science and Technology Policy (OSTP) is interested in developing a view of AI across all sectors for the purpose of recommending directions for research and determining challenges and opportunities in this field. The views of the American people, including stakeholders such as consumers, academic and industry researchers, private companies, and charitable foundations, are important to inform an understanding of current and future needs for AI in diverse fields. The purpose of this RFI is to solicit feedback on overarching questions in AI, including AI research and the tools, technologies, and training that are needed to answer these questions.
